This study aims to find out the direct influence of digital competence, learning and development on achievement transformation joint between two transformation. research is a quantitative descriptive with population employees Directorat General Post Informatics Operation Ministry Communications Information. Sampling was carried using simple random sampling technique. The sample in this determined by non-probability method, while calculation calculated slovin formula, which amounted 95 people. Data collected observation, questionnaires, documentation. Test validity instrument product moment correlation test reliability Cronbach alpha formula.The results showed that: Digital Competence partially has an significant Transformation, Learning Development effect Transformation. (X1) (X2) together have towards Transformation (Y), means that regression model can explain independent variables as whole.
